13 | On 3/18/21 at approximately 1:45pm, due to the COVID-19 pandemic, Licensing Program Analyst (LPA), Amanda Blesi, conducted a tele-inspection via Facetime and met with Director, Mallory Shepard, to deliver findings and conclude the complaint investigation of the above allegation. Census was 11 infants supervised by 3 staff. It was alleged that the infant classroom is operating out of ratio, particularly in the morning from 7am – 8am. Based on information obtained during interviews, review of parent sign in sheets, and review of staff clock in times, the infant room was out of ratio on 12/15/2020 from 7:35am to 7:45am. In addition, staff acknowledged there were a few days when parents would drop off their children earlier than anticipated causing the infant room to be out of ratio for short periods of time until another staff could be obtained. Director states this occurred a few times, and since then, she has adjusted staff schedules so there is adequate coverage. Based on the information obtained, the preponderance of evidence standard has been met, therefore the above allegation is found to be SUBSTANTIATED. California Code of Regulations (Title 22, Division 12) are being cited on the attached LIC 9099-D.
