Licensing Program Analyst (LPA) Jeremey McClain met with licensee Shwetha Lakshmi Jayram for an unannounced annual inspection.

No children were present during today’s inspection.

All individuals subject to criminal record review have obtained clearance. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

LPA toured areas of the home accessible to the children. The off-limit areas of the home were inaccessible. Equipment and furnishings in areas where children are active appeared to be safe and in working order. LPA did not observe any standing bodies of water during today’s inspection.

LPA observed current CPR/First Aid certificate which expires 3/2025. LPA observed the following posted: a license, a Parents' Rights Poster and an Emergency Disaster Plan. LPA provided Licensee with website: http://childcare.mandatedreporterca.com/ and reminded the licensee that the training must be completed once every two years. LPA reviewed children's records for completeness, as well as the client roster. LPA observed records of immunizations for MMR, Pertussis, and influenza. LPA observed fire drills documented on a calendar, indicating that the licensee is conducting disaster drills at least once every 6 months.

LPA observed that hazardous items: detergents, cleaning compounds, medication, sharp utensils, and other items that could pose a danger to children in care, are properly stored out of children's reach. LPA observed a fireplace that was properly screened. Continued…

LPA observed a working telephone in the home. Licensee stated that there are no weapons in the home. LPA observed a fire extinguisher which licensee stated was serviced or change within the past year. Carbon monoxide and smoke detectors were tested and observed to be functional.

LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

During the exit interview, the licensee, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.

***LPA informed licensee that this inspection will serve as the inspection for capacity increase. Licensee has a pending application for a large family child care license, and is waiting for fire clearance. Once fire clearance has been obtained and proof has been sent to LPA, Licensee will be approved for a large family child care license.

During today’s inspection, LPA discussed the necessity for an assistant whenever licensee would have more than eight children. LPA informed licensee that when an assistant is not present, the capacity and ratios revert to that for a small family child care license. LPA discussed CCR Regulation 102416.5 regarding staffing Ratio and Capacity for a large license.

LPA discussed personnel requirements and records outlined in CCR Regulations 102416 and 102416.1.

Once Fire clearance has been obtained, the facility is approved for a large capacity to serve 12 children (when there is an assistant present) with no more than 4 infants or capacity of 14 children when 1 child in kindergarten or elementary school and 1 child at least age 6 and a maximum of 3 infants. Infants are children under the age of two years. ***

No deficiencies were observed during today’s inspection. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the licensee Shwetha Lakshmi Jayram.
