On August 23rd, 2022, at 12:30 pm, Licensing Program Analyst (LPA) Jeremey McClain met with Licensing Representative Isroel Korik, for the purpose of a change of location and capacity increase inspection. A capacity of 45 children (15 toddlers and 30 preschoolers) was requested.

A current license (#313616885) is held at 4410 Douglas Blvd, Granite Bay CA 95746. The program will keep the same operating hours from Monday through Friday from 9:30 AM to 3:30 PM. Fire clearance was granted on 08/19/2022.

Licensing representative acknowledges that the following documents must be posted at all times: License, Emergency Disaster Plan, Personal Rights, Parents' Rights Poster, Effects of Lead Exposure, car seat poster, menus, and daily schedule. Licensing Representative stated that a caterer will provide lunch and snacks, or families can provide non perishable meals for their children.


INDOOR ACTIVITY SPACE:
There are two classrooms: Toddler (ages 18-36 months) and Preschool (ages 3-5). The classrooms are equipped with sufficient furnishing, cubbies and hooks, and a variety of age-appropriate toys that appear to be in good repair. LPA observed a total of 32 napping cots.

Medication will be stored in the office and inaccessible to children in care. LPA observed cleaning disinfectants appropriately stored and inaccessible to children. Licensing Representative stated there are no firearms or weapon on the premises. Indoor and outdoor drinking water is provided via water cooler or water pitcher with individualized water bottles, as well as two drinking fountains inside the building.

LPA measured the two classrooms. The Toddler Classroom measured 492.34 sq. ft, and the Preschool Classroom measured 1,011.5 sq. ft. The total classroom space contains a total of 1503.84 square feet, which will accommodate a total capacity for 42 children. There is a total of 7 toilets and 6 sinks available for children to use in the facility. There is a separate staff restroom is available. LPA observed a changing table with a changing pad that is at least one inch think with raised sides that are at least three inches tall and within arm’s reach of a sink. Children who become ill during the day will be isolated in the office area and will use the staff restroom, if necessary.

OUTDOOR ACTIVITY SPACE:
There is one outdoor area on the property. The outdoor play area is surrounded by a fence that is at least four feet tall. LPA observed a variety of age-appropriate outdoor toys and equipment and shade provided by trees.

LPA measured the outdoor activity space. The outdoor play area contains a total of 2,451.2 square feet, which will accommodate 32 children at a time.

LPA discussed the following: 100% supervision is required at all times; personal rights; inspection authority; reporting requirements; staff to children ratios and capacity; staff qualifications; and maintaining buildings and grounds. LPA discussed with Licensing Representative that any changes that may occur regarding the director or an employee acting in the director's absence must be reported to department within 10 working days.

This facility plans to provide Incidental Medical Services - IMS. For IMS information, see Evaluator Manuel - Regulation Interpretations and Procedures for Child Care Centers Section 101173 and 101226. A Plan of Operation that includes IMS must be submitted to the Department. Licensing Representative, Isroel Korik, was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

Licensing Representative was encouraged to visit the Department website at WWW.CCLD.CA.GOV for child care updates, current forms, legislation and regulation information. A copy of this report will remain on file for a period of three years for public review upon request.

The following items are required before a license will be issued, a 30 day Provisional will be granted today. The following items must be provided to LPA McClain by September 23, 2022:

1. Waiver request for shared play space along with a schedule showing separate play times for toddlers and preschoolers.

2. Waiver for outdoor play space.

3. Confirmation of the following at the facility: First aid Kits for each classroom, cubby storage for children, carbon monoxide detectors.

4. Updated application with the approved capacity. (15 toddlers/ 27 preschoolers)

5. Updated Facility Sketch to show the proper classroom layout of the facility.
