Centralized Application Bureau (CAB) Licensing Program Analyst (LPA) Arianna Manabat and Licensing Program Analyst (LPA) Lea Habtom met with Applicant Staci Thatcher for the purpose of an announced pre-licensing inspection. Applicant requests a preschool license to serve 30 preschool children from two years of age to entry into first grade. The program will operate Monday through Friday from 6:30 a.m to 5:30 p.m. The fire clearance was received and granted on December 12/16/2023 for a total of 30 preschool children ages 2 to entry into first grade. The facility will not be providing lunch but will be providing morning and afternoon snacks. LPAs reviewed with applicant the LIC 311A, Records To Be Maintained At The Facility, for child’s records, personnel records, administrative records, and documents to be posted.

INDOOR ACTIVITY SPACE:
There are a total of three classrooms available for preschool use and an office space between classrooms one and two. LPAs have observed a sufficient amount of equipment and toys which are appropriate for preschoolers. LPAs observed tables, chairs, cubbies, and napping cots present within the current facility. The placement of the first aid kit is located in the hallway that is in between classrooms labeled Pre-k and Preschool (3's). Each class does carry first aid supplies that are limited but the main first aid is the one located in the hallway. The first aid kit outside is located in the art barn.

Medications will be stored in the same box that is used for first aid. LPAs observed that cleaning disinfectants will be appropriately stored at the top of the cabinets above the sinks. This cabinet does not have any locks but the disinfectants are located in a location that is inaccessible to children. This location ensures that the cleaning solutions are inaccessible to children. The Director stated there are no poisons or firearms on the premises. LPAs observed that the children will drink water from water bottles that are refilled through the kitchen sink which has already been lead tested. LPAs observed a functional carbon monoxide detector. The Applicant was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

CAB LPA used measurements 12/22/2020. The total classroom space contains a total of 1050.763 square feet which will accommodate the Licensee's request for 30 preschool students. There are a total of 4 toilets, no urinals, and three sinks for the children to use. There is a private restroom for staff located on site. Children who become ill during the day will be isolated in the teacher area and will use the staff restrooms. The Director will ensure that the children who are ill are isolated from the rest of the children in care.

OUTDOOR ACTIVITY SPACE:
There is one outdoor areas on the property. The outdoor play area for preschool is currently fenced with a rod iron fence that is at least four feet tall. The outdoor fencing is adjacent to a residential home that has stairs leading to the home but is locked and gated. The outdoor area also has a pond that is on the opposite side of the fencing that is not accessible by children or staff. There is a lock on the gate which no staff member has the key to. There is also a atelier that is accessible and it contains an art studio that is operated by staff on a seasonal basis. The atelier is not used for children during every day use but will be used on a case by case basis. The atelier is accessible via the staff who help to operate the facility. LPAs observed a sufficient amount of equipment and toys. There is a small play structure outdoors which has a netted swing approximately the size of a hula hoop. There are shaded areas supplied by trees. CAB LPA measured the outdoor activity space. The preschool outdoor play area contains a total of 13,193.16 square feet, which will accommodate 30 preschool children.

LPAs discussed the following: 100% supervision is required at all times, including in the bathroom; personal rights; inspection authority; reporting requirements; staff to children ratios and capacity; staff qualifications; and maintaining buildings and grounds. LPAs discussed with Licensee any changes that may occur regarding the director or an employee acting in the director's absence must be reported to department within 10 working days.
