Centralized Application Bureau (CAB) Licensing Program Analysts (LPA) Arianna Manabat met with Applicant Zhen Zhen Li for the purpose of a case management - licensee initiated inspection. The Applicant requests a total of 20 infants ages 0-24 months and 52 preschool children ages 2 years to entry into kindergarten. The program will operate Monday through Friday from 7:30 a.m. to 5:30 p.m. The fire clearance was granted and received on 9/30/2024. The facility provides breakfast, lunch, and afternoon snacks.
INDOOR ACTIVITY SPACE:
The new configuration of classrooms is as follows:
There are a total of 4 rooms inside of the facility; rooms 1,2,3,4. Room 1 is used for infants and rooms 2 and 3 are used for the preschool room. During today's visit, it was stated that room 4, although set up and ready for children, will not be used or counted in the preschool or infant component. During the pre-licensing visit on 02/07/2024, it was stated that room 4 would be used for the school-age component. However, the applicant has chosen to remove this component and temporarily utilize room 4 as a storage area, excluding storage of any chemicals or cleaning solutions. The applicant is aware that, if they choose to use the room in the future, they would need to contact licensing prior to any changes.

INFANT COMPONENT
Room 1 (Measuring 810.7 sqft) is designated for the infant component. The total square footage of this classroom will accommodate the requested capacity of 20 infant children ages 0-24 months old. LPA Manabat observed a total of 2 sinks in the infant space and a crib room. LPA Manabat counted a total of 8 cribs inside of the crib room. The room has a changing table within arms reach of the sink. It should be noted that, although there are 2 sinks in the infant room, one of the sinks is located inside of the crib room.

PRESCHOOL COMPONENT:
Rooms 2 and 3 measure for a total of (2188.11 sqft) designated for preschoolers. This square footage will accommodate the requested capacity for 52 preschoolers. During today's visit, LPA Manabat observed a total of four sinks and four toilets available for use.

LPA observed a sufficient amount of equipment, toys, tables, chairs, cubbies, and napping cots. There is a first aid kit in each of the classrooms. Medications will be stored in the office in a locked box. LPA observed cleaning disinfectants are appropriately stored and inaccessible to children. Applicant stated there are no poisons or firearms on the premises.

OUTDOOR ACTIVITY SPACE:
There are two outdoor areas on the property. The smaller outdoor area, Yard 2, will be designated for the infant component and Yard 1 will be utilized by the preschool children. The Applicant is aware that Yard 1 measured for 3,352 square feet and will not accommodate the requested capacity of 52 preschoolers. LPA Manabat stated that the applicant would need to submit a waiver request for insufficient outdoor space.

Additionally, Yard 1, designated for infants, measures for a total of 366.27 sqft. This will not accommodate the requested capacity of 20 infant children. The applicant is requesting for the indoor multipurpose room, previously included in the preschool component's square footage, to be used and included in the infant outdoor square footage. LPA Manabat has confirmed that the removal of this area from the preschool component will not affect the preschool capacity and that there is sufficient indoor space for the requested capacity of 52 preschool children.

The following items are required before a license will be issued:
1. Final file review from Licensing Program Manager (LPM) Mai Lor.
2. Pending two waiver requests; one for the preschool component and one for the infant component
