On 09/09/2021 at 11:08am, Licensing Program Analysts (LPAs) Destinee Hogue and Laura Mejorado arrived at the facility to conduct an inspection for another purpose. During this inspection, LPAs toured the facility, took census, reviewed records and verified staff's criminal record clearances and association to facility.

During a review of facility records, two teachers in the Playful Pups classroom were supervising and caring for children, without having proof of completed courses to fully qualify as a teacher. Per Director, the Assistant Teacher who is primarily in the classroom, is currently on medical leave, and a substitute teacher started working at the facility on 09/08/2021. According to the Director, the substitute teacher completed the requirements for a fully qualified teacher, however Director did not have proof of course completion at the time of LPAs request. During this inspection, the Lead Teacher in the Playful Pups classroom provided an unofficial transcripts with proof of completion of 6.00 Child Development units, and proof of registration for 6.00 Child Development units. Lead Teacher in the classroom will complete the in progress courses by December 2021.

An exit interview was conducted, and a copy of this report was provided to Director's on this date.

During this inspection, Staff #1 provided an unofficial transcript with proof of completion of 6.00 Child Development units, and proof of registration for 6.00 Child Development units. During this inspection, Director provided an updated LIC500-Personnel Report and added Staff #2 and Staff #3 to the LIC500.

Based on review of facility records and Director's admission, Staff #1 and Staff #2 did not have the education requirements to be a fully qualified teacher. Staff #1 has completed 6.00 units and has 6.00 units in progress. Staff #2 did not have proof of educational requirements. This poses a potential health, safety, and personal rights risk to children in care.

Per Director, Staff #3 has completed the educational requirements to be a fully qualified teacher and will be present in the classroom with Staff #1 effective 09/10/2021. During this inspection, LPAs reviewed records for Staff #3 and Staff #3 has completed courses to be a fully qualified teacher. Deficiency cleared during this inspection.
