Staff discriminate against daycare children and parents

On October 15, 2024, at 09:50 AM, Licensing Program Analyst (LPA), Courtnee Peebles arrived unannounced to KINDERCARE LEARNING CENTER (CCC) and met with Director, Blanca Flores to discuss the investigative findings of the allegation listed above. On October 15, 2024, at 10:00 AM, LPA conducted a tour and census of the CCC. During the investigation, LPA conducted confidential interviews with three staff (D, S1, and S2), and three parents (P1, P2, and P3) and obtained documents pertinent to the investigation.

On August 21, 2024, a complaint was received alleging that staff at the daycare discriminate against children and parents based on skin color. Specifically, it was claimed that some parents felt “write-ups” and other minor issues were related to them or their child’s skin color. During interviews, some parents expressed concerns that their children were not treated the same as others with similar behavioral issues who had different skin colors. Additionally, some parents felt their child’s disenrollment from the daycare was due to their skin color. 3 of 3 staff interviews revealed no evidence of discriminatory behavior. In fact, some staff members disclosed they are in interracial marriages and denied any form of unfair treatment toward children at the daycare.

Based on interviews, record review and observation, LPA is unable to corroborate that staff discriminate against daycare children and parents. Although the allegations may have happened or are valid, there is not a preponderance of evidence to prove the allegations did or did not occur, therefore the allegations are unsubstantiated.

An exit interview was conducted and a copy of this report along with the appeal rights were provided to Director, Blanca Flores. A notice of site visit was handed to licensee and must remain posted for 30 days.
