On May 4, 2023, Licensing Program Analyst (LPA) Jessica Rubio visited the facility due to an unrelated matter. LPA met with Director Tara Martinez and conducted a tour and census of the three preschool classrooms. LPA observed the first classroom to have 23 children with two staff present (S1 and S2). One staff stated they were an aid and the other staff, Director stated was a teacher. LPA observed the second classroom with 26 children and three staff present (S3, S4 and S5). One staff stated they were a fully qualified teacher and the other two stated they were aids with no units. LPA observed the third classroom with 22 children present and two staff present (S6 and S7). Both staff stated they were both fully qualified teachers. Due to the staff to child ratio and the information received in the census, LPA conducted file reviews of the staff and also interviewed the Director regarding qualifications and ratios. Interview and record reviewed revealed that staff, S4 and S5 in the second classroom do not meet the requirements for Teacher aides, and in addition, the classroom was out of ratio. Classroom one was out of ratio as well. The facility is being cited to Title 22 Regulation Sections 101216.2 and 101216.3. See LIC 809D for cited deficiencies.

An exit interview was conducted and a copy of this report and appeal rights were provided to Director Tara Martinez. A notice of site visit was also provided and must remain posted for 30 days.
