On 07/31/24 at 8:50 am, Licensing Program Analysts (LPA) Kelli Waters and Gabriela Hernandez conducted an annual inspection as part of a compliance review. This is a combination childcare center, and the other licensed programs are: preschool, mildly ill and school age. Preschool and mildly ill were also inspected on this date. LPAs met with Center Director Candice Lawrence and a tour of the inside and outside of the facility was granted and the following was observed and/or noted:

Facility Review:

• The following items were posted and updated where necessary:
- License
- Emergency Disaster Plan (LIC610) and Earthquake Preparedness Checklist (LIC9148)
- Parent’s Rights Poster (PUB393)
- Personal Rights (LIC613A)
- Child Car Seat Law
- Menu
• The facility is operating within the limits as stated on the license.
• Ratios are being met during this inspection; 37 children were present with 13 staff.
• Classrooms are adequately equipped with age and size appropriate furniture and equipment and free of hazards
• There are no weapons present at the facility as stated by Director Lawrence
• There are no accessible bodies of water present. All wading pools or similar product must be emptied immediately after use and stored in an upright position.
• Drinking water is provided in the indoor activity space and in the outdoor activity space by water fountains, in personal sippy cups brought by children or paper disposable cups.
• Medications are stored where inaccessible to children in a locked cabinet in the Mildly Ill area
• Hazardous items such as cleaners are stored where inaccessible to children; sharp items in the diaper changing areas may be accessible and were moved or locked. LPA advised director to add more locked storage in both changing areas between infant/toddler rooms.
• Poisons and toxins are locked and inaccessible to children
• All floors were observed to be safe and clean.

•Safe sleep practices are being followed; during the inspection, LPA Waters observed 6 cribs in Infant Room 1 with 10 children. At approximately 10am, LPA Waters observed a child sleeping in crib located to the direct left of the rocking chair against the wall. At approximately 11:25 am, LPA returned to Infant Room 1 and observed a different child in the same crib. Bedding had not been changed between use of different children within the same day.
• Highchairs and tables have broad-based legs and trays lock into place
• Changing tables are within arm’s reach of a sink; padding is at least 1” thick with raised sides of at least 3” covered in washable vinyl or plastic
• Hand washing is completed before and after each diaper change and before feeding an infant
• Bathrooms were observed to be safe, sanitary and in operating condition; there is at least 1 potty chair for every 5 potty-training infants
• Outdoor activity areas are supplied with age and size appropriate equipment in good condition
• Food preparation area is clean, free of litter and rubbish and free of rodents and other vermin
• Food is stored appropriately and protected from contamination
• All storage containers for solid waste were observed to have tight-fitting covers that are kept on. LPA observed that the containers in the kitchen area were full of solid waste and the lid was unable to close completely, leaving the waste uncovered.
• Sign in/Sign out record was reviewed; center uses fingerprint and personal PIN code to electronically sign children in and out.
• Disaster drills are conducted at least every six months – last drill was conducted on 07/30/24

Record Review:

• Children’s records were found to be complete during this inspection.
• Staff record review indicates that all staff present meet minimum qualifications for the position for which they were hired; further trainings are necessary to become fully qualified teachers.
• A staff member is present with current Pediatric CPR/First Aid which expires on 06/22/26.
• Opening and closing staff member’s CPR/First Aid expires on 06/22/26
• Director has not completed Health and Safety Training; addressed on preschool license
• A review of staff records on this date indicates that all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions.

Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.
Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.

LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.

• LPA discussed the safe sleep regulations with Director and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource.
• LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of “medication and equipment/supplies, and reviewed children’s, personnel, and administrative records.

There are no deficiencies being cited at this time.

During the exit interview, Director Candice Lawrence, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.

A notice of site visit was given and must remain posted for 30 days.

An exit interview was conducted, and this report was reviewed with the Director, Candice Lawrence. Appeal rights were discussed and provided during the exit interview.
