On October 17, 2025, at 3:01 PM, Licensing Program Analyst (LPA) William Chancellor met with Director Erin Fonda to deliver the investigative findings regarding the allegations listed above. As part of the investigation, LPA conducted an initial visit to Rancho Christian Preschool (CCC) on September 16, 2025, where census was taken, confidential interviews were conducted (S1-S5), and relevant documentation was requested.
The investigation stemmed from a complaint received on September 11, 2025, alleging that staff yelled at a day care child. Specifically, that a staff member was witnessed to be scolding a child in a harsh manner. Interviews with two staff members present on the day in question denied any yelling or harsh tone. No additional witnesses were able to corroborate the allegation.
Another allegation claimed that staff hits day care children. Claiming that when child 1 (C1) was asked if a teacher was nice, C1 claimed staff 4 (S4) is not nice and hits children. Two of two staff present denied the allegation that S4 hit C1 and instead corroborated that children’s heads were tapped during transitions to maintain counts. No additional witnesses were able to corroborate that S4 is aggressive towards daycare children.

The third allegation claimed that staff do not ensure child's toileting needs are met. The complaint details that upon pickup, child 1 (C1) was soiled and had feces all over, including on their leg and on their fingers. However, confidential interviews conducted denied the allegation, stating that C1 used the restroom shortly before pick-up and no remnants of fecal matter was visible after using the restroom. Additionally, staff deny that C1 had a bowel movement prior to pick-up, did not witness an odor or that fecal matter transferred from C1 hands and onto the toys C1 was playing with. Without photos or record review, LPA cannot corroborate that C1 had a bowel movement at school or on the transport home.

Due to conflicting statements and lack of corroborating evidence from witnesses, LPA was unable to substantiate the allegations regarding staff yell at daycare children, hit daycare children or staff do not ensure child's toileting needs are met. While these incidents may have occurred, they are not supported by sufficient evidence and are therefore deemed unsubstantiated.

An exit interview was conducted, and a copy of the report, appeal rights, and a Notice of Site Visit were provided to Director Erin Fonda. The Notice of Site Visit must remain posted in a prominent location visible to families and caregivers for 30 consecutive days.
