On August 27, 2025 at 10:23 AM, Licensing Program Analyst (LPA), Hayley McCarthy arrived at Discovery Isle to deliver the investigative findings of the allegation listed above. LPA met with Director, Melissa Almanza.

On August 13, 2025, a complaint was received alleging staff handled day care children in a rough manner. Specifically, it was disclosed that teachers in the toddler class were treating children inappropriately by “smacking a child’s back aggressively on their napping mat while telling them to be quiet”, “shoving “a student’s head onto their mat aggressively and lifting a child by their arms.

6 staff were interviewed and 6 out of 6 staff stated they have never seen or heard of staff handling day care children in a rough manner. LPA observed staff during nap time and did not see any staff aggressively hitting children’s backs or interacting with

Based on LPA’s observations and interviews conducted the allegation that staff handled day care children in a rough manner is unsubstantiated. Although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur, therefore the allegation is UNSUBSTANTIATED.

Appeal rights were issued and discussed with licensee and their signature on this form acknowledges receipt of these rights.

Exit interview was conducted and report was reviewed by Director, Melissa Almanza. A notice of site visit was given to licensee and must remain posted on, or immediately adjacent to the interior side of the main door for 30 days. The report must be made available to the public for three years. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
