On March 4, 2024 at 9:15 am, Licensing Program Analyst (LPA), Ana Noble conducted an unannounced Case Management inspection for an Decrease in capacity due to Room Changes. The new preschool classrooms are Room 6, 12 and 14 only. Upon arrival, LPA met with Christy Moran, the new Director and toured the facility with Gaby Martinez. Licensee is requesting to be licensed for 90 preschoolers, 2-5 years old in classrooms 6, 12 and 14. Hours of operation will be Monday-Friday 8:05 am - 3:05 pm. Present during today’s inspection were 55 children with 11 staff. Appropriate ratios and supervision were observed. All indoor new activity space utilized for the children was inspected today. LPA informed Christy Moran that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities.

LPA continued to tour the facility and measured indoor activity spaces Room 6, 12 and 14. Total indoor activity space measured 2555.82, which is sufficient to accommodate the capacity of 73 Children. LPA observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, napping cots/mats, bookshelves, and other activity supplies for the children. Drinking water is available in the classrooms drinking fountains. LPA observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property. Fire clearance was granted on 2/13/2024. An amended STD850 will be requested to reflect the correct capacity of 73 children.

LPA observed a total of 6 sinks and 7 toilets available for children’s use. These are sufficient to accommodate the capacity of 90 children.

The facility currently has a fully fenced playground area. Fencing chain link and is at least four feet high. The total square footage for all the outdoor activity space is 8319.56, no changes are taken place to this area which is sufficient to accommodate the requested capacity. Shade is provided via canopies. There are sufficient outdoor age-appropriate toys and play equipment available on the playground. There is a climbing structure on the playground for children ages 2-5 which is properly anchored. There is adequate cushioning in fall zones of climber provided by artificial turf. Drinking water is available by drinking fountains. LPA observed no hazardous items on the playground to be accessible to children. Licensee Moran was reminded that any changes to the facility must be reported to and approved by Community Care Licensing.

For child care center licenses issued after July 1, 2022, the licensee shall test their water


Licensee was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.”

When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. The Licensee will be decrease to 73 once the following items have been completed:
1. Submit updated Application For a Child Care Center License, LIC200A for Total 73 total capacity (63 ambulatory and 10 non-ambulatory).
2. Updated granted Fire Clearance for total capacity of 73 with 63 ambulatory and 10 non-ambulatory.

Christy Moran, is the new director at this location and will submit updated director packet to the assigned LPA.

Licensee Representative understands that all proof of corrections must be provided to the Department within 30 days, or the application may be denied.

A notice of site visit was given to licensee and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days.

Exit interview conducted, report was reviewed and a copy provided to the licensee, Christy Moran.
