25 | Licensing Program Analyst (LPA) William Chancellor conducted an unannounced annual inspection for Mitchum Family Childcare (FCCH) on April 25, 2025, at 1 PM. LPA met with Licensee (LIC) Lisa Mitchum, who granted entry and authorized LPA to initiate an inspection through the indoors and outdoors of the home. Upon arrival, no children were present.
The facility operates Tuesday through Thursday from 9AM- 12 noon, servicing children 2.5 to 5 years years old. Certain areas listed as off-limits include the attached garage, bedroom 1, laundry room, entire second story. Facility is licensed as a large FCCH with a maximum capacity of fourteen (14) children and is operating within the capacity listed on the license. Due to a change in hours, no children were present during inspection.
A working cell phone is available, and the current phone number on file is correct. A fully charged fire extinguisher (2A:10BC) was observed in the kitchen office space. LPA observed an operational smoke detector mounted throughout the home in the kitchen hallway. Additionally, the carbon monoxide detector, was operational and plugged in the kitchen. LPA confirmed operating magnetic child safety locks under the kitchen sink. Kitchen knives are stored above the kitchen refrigerator and inaccessible to daycare children. LPA reminded licensee that all poisons and cleaning compounds deemed hazardous must be locked by a key.
The facility provides a variety of age-appropriate toys for children indoors and outdoors. A current roster was available for review and up to date. LPA confirmed the required postings, including the Facility Sketch, Emergency Disaster Plan, License and Notification of Parent’s Rights, are displayed in the daycare area. Fire and disaster drill documentation is maintained, with the last drill conducted and recorded in March 2025.
Licensee Lisa Mitchum stated there are no firearms or weapons stored or located on the premise of the FCCH, at this time. Licensee stated they understand that all firearms, weapons, and ammunition must be locked separately and made inaccessible as per Title 22 Regulations.
