On April 18, 2024, at PM, Licensing Program Analyst (LPA) Courtnee Peebles arrived unannounced to KIDDIE ACADEMY OF MURRIETA (CCC) and met with Director, Breeana Baker to discuss the investigative findings of the allegation listed above. On April 18 at … PM, LPA conducted a tour and census of the CCC. During the investigation, LPA conducted confidential interviews with eleven staff (D,AD,S1, S2, S3, S4, S5, S6, S7,S8,S9) two parents (P1,P2) and one Witness (W1) and obtained documents pertinent to the investigation.

On March 12, 2024, a complaint was received with allegations stating Facility staff failed to provide care to injured children, Staff handle day care children in a rough manner, Staff yell at children in care, Assistant Director is arriving to the facility while under the influence of alcohol. Interviews revealed that there has been a recent change in administration causing conflict within staff personnel. After speaking individually and privately with staff and parents it was revealed that there is conflicting opinions regarding the increase of rules and regulations the facility has put in place to ensure there is no favoritism at the CCC.

Regarding the allegations, Facility staff failed to provide care to injured children, Staff handle day care children in a rough manner, Staff yell at children in care, Assistant Director is arriving to the facility while under the influence of alcohol. Eleven of eleven interviews revealed the CCC has a policy in place that when children are injured at the CCC, staff are to contact the administration office immediately to request bandages, icepacks and much more if needed, staff then are to complete an injury report and administration office is to contact the parents or authorized representative to inform them that their child has been injured, all in a fifteen minute time span. Furthermore, five of fourteen interviews revealed there were past staff and/or current staff who may or may not yell or handle/handled children in a rough manner. LPA observed staff speaking sternly, but not in an aggressive or in a manner that violates the personal rights of children in care. Furthermore, regarding the allegation, Assistant Director is arriving to the facility while under the influence of alcohol. One of fourteen interviews revealed they have smelled alcohol on a staff member but has never physically witnessed that staff member drinking alcohol. Five of fourteen interviews revealed they have heard that an assistant director Is drinking at the CCC or arriving intoxicated but has never witnessed the assistant director consuming alcohol or visibly intoxicated.

Based on conflicting statements, LPA is unable to corroborate the allegations Facility staff failed to provide care to injured children, Staff handle day care children in a rough manner, Staff yell at children in care, Assistant Director is arriving to the facility while under the influence of alcohol. Although the allegations may have happened or are valid, there is not a preponderance of evidence to prove the allegations did or did not occur, therefore the allegations are unsubstantiated.

An exit interview was conducted and a copy of this report along with the appeal rights were provided to AD Cassandra Barbagallo. A notice of site visit was handed to licensee and must remain posted for 30
