On 02/09/2022 at 10:15AM Licensing Program Analyst (LPA) Giselle Carbullido conducted an unannounced visit regarding a complaint received concerning the above allegation. On 01/25/2022 a previous visit was conducted regarding the complaint, on that visit, interviews were conducted, and records were obtained. LPA met with Ms. Graciela Castro, Director to further discuss the complaint allegation(s) and deliver findings.
It was alleged Staff handled child in rough manner. It was reported that a child's leg was pulled to wake them up from nap time.
Six children interviews revealed children wake up on their own, are allowed to sleep or teachers call their name. All children interviewed denied Teachers pull on their leg to be woken up. Five Staff interviews stated teachers turn on lights, call names, and listen to music to help children wake up on their own. Staff also reported if a child does not wake up, they just let them sleep; occasionally may tap a child lightly on the shoulder if a parent arrives for pick up or comes to the classroom and requests child to be woken up.

There was conflicting information received during the investigation from what was alleged and from LPA’s interviews with staff and children. This agency has investigated the complaint alleging staff handled child in a rough manner. Although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur, therefore the allegation is Unsubstantiated.

An exit interview was conducted, and appeal rights discussed. LPA Carbullido provided facility representative Graciela Castro with a copy of this report, notice of site visit and appeal rights.

A copy of this report must be made available to the public upon request for three years.
