On October 8, 2025, Licensing Program Analyst (LPA) Courtnee Peebles met with Rachel Lee, Owner of Children’s Lighthouse Learning Center, to deliver the findings of a complaint investigation. The investigation, initiated following a complaint received by Community Care Licensing (CCL) on August 19, 2025, involved allegations that staff failed to prevent a daycare child from biting and pushing another child, and that staff mishandled a child’s personal belongings. As part of the inquiry, LPA conducted interviews and reviewed relevant documents and video footage.

Regarding the allegations of physical interactions between children, evidence showed that during a circle time activity, one child attempted to push past another, leading to mutual shoving. During this exchange, Child #2 (C2) bit Child #1 (C1) on the arm. Staff intervened promptly to separate the children and address the situation. To prevent similar incidents, staff have ensured that C2, who is currently teething, has consistent access to a teething toy while in care.

Concerning the allegation of mishandling personal belongings, interviews revealed occasional confusion due to children having similar names may have occurred. In response, the facility has implemented a new system labeling each child’s cubby with both their name and photograph to improve identification and organization.

Based on interviews and video evidence, the allegations may have occurred but are not supported or proven by evidence. Therefore, the allegations are considered unsubstantiated at this time.

A copy of the report, appeal rights, and a Notice of Site Visit were provided to Owner, Rachel Lee.
