On November 15, 2024, at 01:35 p.m., Licensing Program Analyst (LPA) Courtnee Peebles arrived unannounced at Children's Lighthouse Learning Center (CCC) to deliver investigative findings. LPA met with Director Linda Scott to discuss the results of the investigation.

The complaint, received on October 21, 2024, alleging that staff restrained a child in care and hit a child in care. These allegations were initially addressed in a case management visit on October 4, 2024, where the facility was cited for violating California Code of Regulations Title 22, 101223(a)(3), Personal Rights.

During the investigation, conducted on October 4, 2024, LPA conducted interviews with two staff members and reviewed documents and video footage related to the incident. Based on the evidence gathered, including record review, observations, and interviews, it was determined that the allegations were substantiated, meeting the preponderance of evidence standard.

On November 15, 2024, at 1:50 pm, Licensing Program Analyst (LPA) Courtnee Peebles arrived unannounced to Childrens Lighthouse Learning Center (CCC) and met with Director Linda Scott (D), to deliver the investigative findings for the above stated allegations. During the investigation, LPA conducted interviews with two staff and reviewed documents and video footage pertinent to the investigation.

On October 21, 2024, a complaint was received alleging, Staff shoved a bottle in child's mouth and Staff caused injury to child in care, more specifically it is alleged C1 sustained a bruise from S1 patting their back during nap time. Based on review of the video footage S1 does place C1’s bottle in their mouth after tapping C1’s mouth, attempting to prevent C1 from biting them. Furthermore, video Footage does not appear to show S1 forcefully patting C1’s back or forcing the bottle into C1’s mouth.

Based on observations, interviews and record review, the allegations staff shoved a bottle in child’s mouth and staff caused injury to child in care may have occurred, however is not supported, or proven by
