25 | Licensing Program Analyst (LPA) William Chancellor conducted an unannounced annual inspection for a large family childcare at the above home on February 9, 2026, at 7:20 AM. LPA met with Licensee Michelle Henton who guided LPA on a tour of the home. There was three children present with Licensee when LPA arrived. During the inspection, one assistant and six additional children arrived. During the inspection, LPA verified facility currently has eighteen (18) children enrolled with nine (9) children present.
The facility operates Monday- Friday, 6:30AM to 5:00 PM, servicing children birth to 7 years old. Certain areas listed as off-limits include the attached garage, laundry room, entire second story, and retaining wall garden. The facility is licensed as a large Family Child Care Home (FCCH) with a maximum capacity of fourteen (14) children and is operating within the licensed capacity of the license. The fire clearance for a large family childcare was approved in July 2020 by Temecula Fire Department. Control of property was verified.
During the inspection, LPA observed Licensee to be providing breakfast to children upon arrival. LPA additionally, observed assistant to be interacting with children in the main daycare room while children engaged with toys and music. A working cell phone is available, and the current phone number on file is correct. A fully charged fire extinguisher (2A:10BC) was observed, along with a functioning smoke detector and carbon monoxide detector, both of which were tested by the Licensee. The fireplace is properly screened to prevent access by children, and all hazardous items, including toxins, are stored securely and are inaccessible to children. No weapons are present, and the Licensee, Michelle Henton, understands that all firearms, weapons, and ammunition must be locked separately and made inaccessible as per Title 22 Regulations. Stairs are barricaded with a baby gate when children are in care.
The facility provides clean, safe, and age-appropriate toys for children. A current roster is on file, and required postings, including the Facility Sketch, Emergency Disaster Plan, and Notification of Parent’s Rights, are displayed. Fire and disaster drill documentation is maintained, with the last drill conducted January 2026.
