On March 4, 2024 at 12:10 pm, Licensing Program Analysts (LPA) Jessica Rubio and Kelly Gerth arrived unannounced to Stepping Stones Preschool and Child Care (CCC) and met with Director, Desi Andrews to initiate the complaint investigation regarding the allegation listed above. LPA interviewed Director, licensee, three staff (S1, S2, S3) and one child (C1).
On February 28, 2024, a complaint was received alleging staff handled daycare child in a rough manner; specifically, that S1 pulled and tossed an unknown child. Confidential interviews were conducted with Director and staff. The interviews revealed there was an incident where C2 was running around the classroom, S1 attempted to redirect C2, when C2 jumped over a rocking horse and S1 reached out for C2 as C2 jumped. The interview revealed that S1 did not touch C2. During the interview, the Director disclosed there was also an alleged incident reported to her where S1 allegedly pulled child (C1’s) arm. However, an interview with C1 revealed that C1 has not been hurt in the facility and that teachers are nice. Interviews with all staff also revealed they have not seen S1 handle any child in a rough manner. Additionally, S1 denied grabbing, pulling or tossing C1, C2 or any other child at the facility.

Based on confidential interviews, the allegation that S1 handled a daycare child in a rough manner may have occurred, however is not supported or proven by evidence. Therefore, the above allegation is unsubstantiated. A copy of this report, LIC 811 Confidential Names List and appeal rights were given and explained to Director Desi Andrews. A notice of site visit was given and must be posted for 30 days.
