The facility operates Monday through Friday from 7AM-5:30PM. Certain areas are off-limits, including the attached garage, laundry room, north side yard and the entire second story of the home. Facility is licensed as a large FCCH with a maximum capacity of fourteen (14) children and is operating within the licensed capacity of the license. An assistant was present during today’s inspection and appropriate ratios were maintained. Seven children were present, ranging in ages from 2-9 years old. During the inspection, LPA observed an indoor schedule, where children were arriving in staggered times, eating breakfast, independently playing with their peers and joining a reading circle where licensee, Holli Kim read multiple books.

A working cell phone is available, and the current phone number on file is correct. A fully charged fire extinguisher (2A:10BC) was observed, mounted in the laundry room. LPA observed both an operational smoke detector and carbon monoxide detector, mounted in the hallway outside of the restroom. The fireplace is properly screened in the family room, with a glass cover and metal mesh gates. LPA confirmed operating magnetic child safety locks in kitchen making hazardous items, including toxins, and medications locked and inaccessible to children. LPA encouraged child safety doorknob handles for the restroom and laundry room door. LPA reminded licensee that all poisons and cleaning compounds deemed hazardous must be locked by a key.

The facility provides a variety of age-appropriate toys for children. A current roster was available for review and up to date. LPA confirmed the required postings, including the Facility Sketch, Emergency Disaster Plan, License and Notification of Parent’s Rights, are displayed in the entry doorway. Fire and disaster drill documentation is maintained, with the last drill was conducted and recorded in January 2025.

• Type A deficiencies are violations of licensing requirements that, if not corrected, have a direct and immediate risk to the health, safety, or personal rights of persons in care.

• Type B deficiencies are violations of licensing requirements that, without correction, could become a risk to the health, safety, or personal rights of persons in care, a recordkeeping violation that could impact the care of said persons and/or protection of their resources, or a violation that could impact those services required to meet the needs of persons in care.

Licensee Holli Kim stated, and LPA confirmed, there are not any pools, spas, or other bodies of water present at the FCCH property at this time. Licensee stated they understand that all bodies of water including ponds, above ground pools, spas, and some fountains must be properly covered or fenced per Title 22 Regulations. The Department must be notified before and after installation of the above types of bodies of water. In addition, all wading pools or similar products must be emptied immediately after use and stored in an upright position.

Both children's and employees' records were audited during this inspection and found to be complete. Mandated Reporter Training has been completed and is valid until June 2026. Licensee Pediatric CPR and First Aid certification is current and expires in June 2025. LPA reminded licensee that assistant is only required to have Pediatric CPR and First Aid if transporting or alone with daycare children. Resident and staff records were reviewed, and all adults requiring caregiver background checks have received the necessary clearances and exemptions.

Licensee Holli Kim was reminded that all adults 18 and over, living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

LPA discussed the safe sleep regulations with Licensee Holli Kim and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed Licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. LPA confirmed that current fifteen minute sleep logs document position of the infant, under the age of 12 months, and include staff initials.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department.

Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
