On the date and time listed above, Licensing Program Analyst (LPA) Jeanette Sanchez arrived at the facility to provide findings to the complaint investigation. LPA met with licensee Jeilyn Planos.

On 6/30/2022, the department received a complaint alleging that staff spanks daycare children, daycare children are not allowd to drink water, daycare child was not allowed to use the restroom every 2 hours.

Regarding allegations that staff spanks daycare children and that a daycare child was not allowed to use the restroom every 2 hours, confidential interviews revealed conflicting information. While some interviews revealed that neither allegation ever happened, another interview alleged that they happened. (Continued on LIC9099C)

Regarding the allegation that daycare children are not allowed to drink water, LPA observed during each visit, that children cups are placed in an area easily accessible to children. However, confidential interviews revealed conflicting information. While some interviews revealed that children are always provided water as well as reminded to drink water, another interview revealed that children were denied water.

Although the allegations may have happened or are valid, there is not a preponderance of evidence to prove the alleged violations did or did not occur, therefore the allegations are unsubstantiated.

An exit interview was conducted, and this report was reviewed with licensee Jeilyn Planos. Appeal rights were discussed and provided during the exit interview.

A notice of site visit was given and must remain posted for 30 days.
