On the date and time listed above, Licensing Program Analyst (LPA) William Chancellor conducted a subsequent complaint investigation to deliver final findings. An initial visit was conducted on May 14, 2025, by LPA Courtnee Peebles at which time, LPA conducted a tour and reviewed records. A second visit was conducted on May 28, 2025, by LPA Chancellor to conduct interviews with four staff (S1-S4).

LPA met with facility representatives, Julia Fletes, toured facility, and took a census.
On May 5, 2025, Community Care Licensing (CCL) received a complaint alleging that, staff did not prevent a daycare child from cutting another daycare child's hair while in care. It was alleged that, C1 was bullied for over a month and C2 cut the hair of C1 intentionally. Three of three staff interviews revealed that, C1 hair was accidently cut during an art activity and not due to bullying. Due to C1 hair being long and laying on the table, C2 did not realize hair was being cut when cutting crafts.

It was also alleged that; Staff did not provide adequate supervision to the daycare children, resulting in child 1 being punched. Four of four staff interviews revealed that, C1 often antagonizes other children and provokes situations with peers. LPA also obtained incident reports, corroborating that C1’s behaviors are neither provoked or predictable. Record review confirmed that C1 was often the aggressor in situations, where peers are harmed physically, pushed, kicked or scratched.

Based on conflicting statements, LPA is unable to corroborate the allegations that, staff did not prevent a daycare child from cutting another daycare child's hair while in care or staff did not provide adequate supervision to the daycare children. Although the allegations may have happened or are valid, there is not a preponderance of evidence to prove the allegations did or did not occur, therefore the allegations are unsubstantiated.
An exit interview was conducted and a copy of this report along with the appeal rights were provided to DIR Julia Fletes. A notice of site visit was handed to licensee and must remain posted for 30 days.
