On January 30, 2026, at 1:00 PM, Licensing Program Analyst’s (LPA’s) William Chancellor and Angelica Vargas arrived unannounced at Kid’s World Preschool (CCC) and met with Head of Schools (HS) Angela Pena to discuss the investigative findings regarding the allegations listed above. As part of the complaint investigation, LPA conducted two visits: the first on December 29, 2025, at 7:30 AM, and a follow up visit on January 8, 2026, at 2:01 PM. During the second visit, LPA conducted observations, completed a census, interviewed two staff members (S1–S2), and requested relevant documentation.

The investigation was initiated following a complaint received on December 22, 2025, alleging that staff do not serve nutritious meals to children in care. It was specifically reported that the same veggie and hummus snack was served daily for months and that children did not like it. Three of three confidential interviews confirmed that beginning in August 2025, snack menus were revised to incorporate more nutritious options and eliminate items containing eggs due to allergies.

Record reviews corroborated that menus from October through January listed lunches and snacks that met the minimum required food components. However, documentation and interviews confirmed that appropriate portions of milk or juice were not provided daily, with water being the primary option.

The second allegation stated that staff do not ensure menus are posted or provided to authorized representatives at least one week in advance. Two of three interviews confirmed that menus were emailed to families less than a week in advance due to the rotated menu's. Records reviewed corroborated that menus were typically emailed either on the first of the month or only a few days beforehand.

Based on interviews and record review, the preponderance of evidence standard was met, and the allegations are substantiated. Violations of California Code of Regulations, Title 22, sections 101227(a)(2) and 101227(a)(6) will be cited on the attached LIC 9099D.

An exit interview was conducted with Head of Schools, Angela Pena. LPA provided a copy of the report, appeal rights, and a Notice of Site Visit (NOS). The licensee acknowledged that the NOS must remain posted in a prominent location for 30 consecutive days, visible to families and caregivers.
