13 | On April 17, 2025, Licensing Program Analyst (LPA) Sandra Pulido and Licensing Program Manager (LPM) Pauline Beschorner arrived unannounced to Espana Family Day Care and met with licensee Emily Espana to discuss the investigative findings of the allegations listed above. On March 6, 2025, at 12:45 p.m., LPA and LPM conducted a tour of the home and census was taken. During the investigation, LPA conducted confidential interviews with six parents (P1-P6).
On February 26, 2025, a complaint was received alleging licensee left daycare children unsupervised. Six of six interviews with the parents of the daycare children reveal they have never been told the licensee leaves day-care children alone in the home to pick up other day care children from school. All parents confirmed they are aware licensee conducts pick-ups and drop-offs. Six of six interviews also confirmed licensee has an assistant that is utilized when needed. Due to the reporting party not specifying the dates of the allegations, LPA was unable to corroborate that there was an absence of supervision for the daycare children. Although the licensee provided videos, the videos only go back 30 days, and the footage is not inclusive of the time frame the allegations may or may not have occurred.
This agency has investigated the allegation that the licensee left daycare children unsupervised. Based on confidential interviews, observation, and record review, we have found that the complaint was unsubstantiated. A finding of UNSUBSTANTIATED means that although the allegation may have
