On the above noted date and time, Licensing Program Analyst (LPA), Diana Brasel conducted an announced Pre-Licensing inspection for a new license. Upon arrival, LPA met with Facility Representative. Applicant is requesting to be licensed for 80 preschoolers ages 2 through 5 years of age in toddler room 1, toddler room 2, preschool room 1 and preschool room 2. Hours of operation will be Monday - Thursday 7:30 am - 4:15 pm and Friday 7:30 am - 2:45 pm.

All indoor and outdoor activity space utilized for the children was inspected today. LPA informed Rosemary Perez that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. When medications are on site, Rosemary Perez stated that they will be kept in the lobby/reception area. A fully equipped first aid kit is located in reception area. AREA). There is an operational carbon monoxide detector on site located in each room. All required licensing documents will be posted in the waiting/reception sign-in area (see correction needed). Children will be signed in and out at their assigned room.

LPA continued to tour the facility and measured all indoor and outdoor activity space. Total indoor activity space measured 4201.73, which is sufficient to accommodate the requested capacity of 80 children. LPA observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, napping cots, bookshelves, and other activity supplies for the children. Drinking water is available in the classrooms via drinking fountains. LPA observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property.

LPA is waiting for the completed granted Fire clearance, per a document provided from the facility representative, that is from the Fire Marshall the facility was cleared 7/09/2024. The completed STD 850 has not been received as of this date, LPA has left a message for the Fire Marshall. The completed STD 850 will be needed prior to licensure.

LPA observed a total of 16 sinks and 8 toilets available for children’s use in classrooms along with drinking fountains. On both playgrounds there are 3 sinks and drinking fountains available for children. These are sufficient to accommodate the requested capacity of 80 children. There is a separate staff restroom equipped with a toilet and a sink. The isolation area for children who are ill will be the Isolation Area 119.

Facility will provide breakfast, lunch and pm snack. The kitchen area currently includes a large burner stove, grill, two convection ovens, 5 sinks, 1 warmer, 1 large walk in refrigerator and 1 ice machine. The kitchen area and food storage areas were observed free of rodents and/or vermin. Food was observed to be properly stored separate from cleaning materials. Hazardous items in kitchen are inaccessible to children via a locked door.

The facility currently has a fully fenced playground area. Fencing is a block wall and the building structure. The block wall is at least four feet high. The total square footage for all the outdoor activity space is 11077.65, which is sufficient to accommodate the requested capacity. Shade is provided via building overhang. There are sufficient outdoor age-appropriate toys and play equipment available on the playground. There is adequate cushioning in fall zones for the swings. Drinking water is available via drinking fountains. LPA observed all hazardous items on the playground to be inaccessible to children. Facility representative Rosemary Perez was reminded that any changes to the facility must be reported to and approved by Community Care Licensing.


Criminal Record Clearance - Child Care Centers:
Facility representative was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

LPA reviewed with facility representative the LIC 311A, Records to Be Maintained at The Facility, for child’s records, personnel records, administrative records, and documents to be posted.

For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP).

The following corrections are needed prior to the issuance of the license:

1. Proof of the parent board has been completed and is located in the waiting/reception sign in are as
designated by the facility representative, shall be submitted.
2. Proof that in the preschool room 1 the children's kitchen has been anchored shall be submitted.
3. Proof that in the preschool room 2 the children's pantry has been anchored to the children's kitchen
sink, shall be submitted.
4. Proof that in the toddler room 1 that the children's cabinet has been anchored to the children's sink,
shall be submitted.
5. Proof that in the toddler room 1 restroom a sink has been added within arms reach of the changing
table, shall be submitted.
6. Proof that in the toddler room 2 the children's cabinet and hutch has been anchored, shall be
submitted.
7. Proof that in the toddler room 2 restroom a sink has been added within arms reach of the changing
table, shall be submitted.
8. The final requested documents shall be submitted.

The completed STD 850 from the fire Marshall shall be obtained by the Licensing Program Analyst.

Facility Representative Rosemary Perez understands that all proof of corrections must be provided to the Department within 30 days, or the application may be denied.
