On the above noted date and time, Licensing Program Analyst (LPA), Diana Brasel conducted an announced Pre-Licensing inspection for a new preschool license. Upon arrival, LPA met with Facility Representative Yolanda Payne Michele Crater Instructional Aide. Applicant is requesting to be licensed for 24 preschoolers ages 2-5 in room 203. Hours of operation will be Monday through Friday 8:00 am - 3:00 pm with two sessions 8:00 am - 11:00 am and 12:00 pm - 3:00 pm.

All indoor and outdoor activity space utilized for the children was inspected today. LPA informed Yolanda Payne that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. When medications are on site, Yolanda Payne stated that they will be in stored with the elementary school sites health aide. A fully equipped first aid kit is located in the classroom. There is an operational carbon monoxide detector on site located in the classroom. All required licensing documents were observed posted in the classroom by front door. Children will be signed in and out at inside the classroom by front door.

LPA continued to tour the facility and measured all indoor and outdoor activity space. Total indoor activity space measured 905.62, which is sufficient to accommodate the requested capacity of (24) children. LPA observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, bookshelves, and other activity supplies for the children. Drinking water is available in the classrooms via a drinking fountain. LPA observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property.

Fire clearance was granted on 07/10/2024.

LPA observed a total of (6) sinks and (7) toilets available for children’s use. The total's listed of sinks and toilets includes the elementary girls and boys restrooms. The classroom has one toilet and 2 sinks which are included in the totals. A waiver is being submitted to share the elementary school sites restrooms. These are sufficient to accommodate the requested capacity of (24) children. There is a separate staff restroom equipped with a toilet and a sink. The isolation area for children who are ill will be the school sites health aide office.

Facility will provide snacks only to the children for both am and pm sessions. The snacks will be in cabinet out of reach of children, any snacks needing refrigeration will be delivered by the Early Child Development Office. The facility currently has a fully fenced playground area. Fencing chain link is at least four feet high. The total square footage for all the outdoor activity space is 3087.30, which is sufficient to accommodate the requested capacity. The facility will be sharing the outdoor playground with the kindergarten elementary children, a waiver will be submitted to share the playground using a scheduled time for the AM and PM and not to conflict with the elementary time schedule. Shade is provided via a large permanent canopy. There are sufficient outdoor age-appropriate toys and play equipment available on the playground. There is a climbing structure on the playground for children ages 2-5 which is properly anchored. There is adequate cushioning in fall zones of climber provided by rubber cushioning material. Drinking water is available via bottled water in an igloo with disposable cups. LPA observed all hazardous items on the playground to be inaccessible to children. Facility Representative Yolanda Payne was reminded that any changes to the facility must be reported to and approved by Community Care Licensing.

For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP).

Criminal Record Clearance - Child Care Centers: Facility representative was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

The following corrections are needed prior to the issuance of the license:

1. A picture shall be submitted showing the playground has been cleaned, cob webs removed and the
play equipment has been pressure washed.
2. A picture shall be submitted showing the rust on the balance beam has been repaired or removed.
3. A picture shall be submitted showing the cabinet in the classroom that has missing lamination from
areas with exposed compressed wood has been repaired.
4. A granted Waiver shall be obtained to share the playground on a time schedule with the elementary
kindergarten children.
5. A granted Waiver shall be obtained to share the elementary children's girls and boys restroom.

Licensee Representative Yolanda Payne understands that all proof of corrections must be provided to the Department within 30 days, or the application may be denied.
