25 | Licensing Program Analyst (LPA) Sandra Pulido conducted an unannounced annual inspection for a large family childcare at the above home on 4/23/26 at 8:40 AM. LPA met with the assistant S2, who guided LPA on a tour of the home. There were 11 children present with assistants when LPA arrived. Licensee arrived at the facility at 9:40 a.m. During the visit, the facility had 13 children enrolled.
The facility operates Monday and Friday from 6:00 AM to 6:00 PM each day. Certain areas are off-limits, including the attached garage, bedroom 2, bedroom 3, master bedroom, master bathroom and both side yards. The facility is licensed as a large Family Child Care Home (FCCH) with a maximum capacity of fourteen children and is operating within the licensed capacity of the license. The fire clearance for a large family child care was approved on 11/26/24 by the city of Lake Elsinore Fire Inspection Department. Licensee was reminded that failure to pay their annual fees could result in late fees being assessed and/or the license could be terminated.
A working cell phone is available, and the current phone number on file is correct. A fully charged fire extinguisher (2A:10BC) was observed in the pantry, along with a functioning smoke detector and carbon monoxide detector, both of which were tested by the assistant. All hazardous items, including toxins, are stored securely and are inaccessible to children in the locked, off-limits garage. No weapons are present, and the Licensee, Edward Stowe Jr., understands that all firearms, weapons, and ammunition must be locked separately and made inaccessible as per Title 22 Regulations.
