On 03/19/2025 at 9:40 am, Licensing Program Analyst (LPA), Griselda Castellon and LPA Diana Brasel conducted an announced Pre-Licensing inspection for a new single license. Upon arrival, LPAs met with Jennifer Bennett facility representative and Vanessa Anchante Director. Applicant is requesting to be licensed for 32 infant children ages
(6 weeks- 24 months) in rooms 105, 109, and 111, and 134 preschool children ages
(2-5 years years old) in rooms 114, 116, 118, 121 (multipurpose room), 123, 125, 128, and 131. Hours of operation will be Monday through Friday 6:30 am to 6:30 pm.

All indoor and outdoor activity space utilized for the children was inspected today. LPAs informed Ms. Bennett that staff are required to always maintain direct visual supervision of the children during indoor and outdoor activities. When medications are on site, Ms. Bennett stated that they will be in a higher cabinet located in the reception area. A fully equipped first aid kit is in reception. There is an operational carbon monoxide detectors are integrated in the fire alarm system. All required licensing documents were observed posted in the hallway across from the multipurpose room (121). Children will be signed in and out in the reception.

Fire clearance was granted on 01/15/2025.

Rooms 116, 118, and 123 were not set up to receive children. Applicant understands that children may not be in those rooms until they are properly setup, and the Department has approved them. The square footage for the 3 rooms was included for all indoor activity space. Applicant also understands that they must maintain enrollment limited to current space availability.

LPA's continued the facility tour and measured all indoor and outdoor activity spaces for infants and preschool children. The total indoor activity space for infants is 1,141.02, and the total indoor activity space for preschool children is 4,919.04 sq ft. These spaces are sufficient to accommodate the requested capacity for both the infant and preschool components. LPA's observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, cribs, napping cots for preschool children and for infants who can climb out of a cribs. Toys are safe with no sharp edges, splinters, or points, nor made of small parts that can present a choking hazard. Drinking water is available in the classrooms via water pitchers and disposable cups. There is also a water fountain located in the hallway for children use. LPA observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property. There is a splash pad in the preschool playground which does not collect water.

Highchairs and feeding tables have broad based legs, plastic seats are in good repair and trays lock onto chairs. Highchairs are made of washable, moisture resistant material. Changing tables have at least 1” padding covered with moisture resistant, washable material. Sides of the changing table are at least 3” high and the changing table is within arm’s reach of a sink. Diapering sink is not used for meal preparation or dishwashing. Cribs meet regulatory requirements. Crib area is separated from activity space via wood and plexiglass barrier. This barrier is at least four feet high, made of sound absorbing material and allows for supervision of napping children. Sleep logs are kept in each classroom. Needs and Services Plans and Sleep Plans are kept in each classroom.

There is at least one potty chair for every five infants being toilet trained. LPA observed a total of 5 sinks and 3 toilets available for infant children’s use. One of the toilets is a potty chair. There is a total of 3 chaingang tables, one in each classroom Additionally, LPA observed a total of 19 sinks and 10 toilets available for preschool children’s use these are sufficient to accommodate the requested capacity of the children requested. There is are two separate staff restrooms equipped with a toilet and a sink. The isolation area for children who are ill will be the infirmary room in the reception area.

Facility will provide lunch and am and pm snacks. The pantry area currently includes one industrial refrigerator, one industrial freezer, two rice cockers, five sinks, three microwaves. The kitchen area and food storage areas were observed free of rodents and/or vermin. Food was observed to be properly stored separate from cleaning materials. Hazardous items in the laundry room are inaccessible to children via a locked door.

The facility currently has a fully fenced infant and preschool playground area. The infant playground fencing is chain link, and vinyl which is at least four feet high. The total square footage for the infant outdoor activity space is 2,400.00 sq ft, which is sufficient to accommodate the requested capacity. Shade is provided via owning. There are sufficient outdoor age-appropriate toys and play equipment available on the playground. There is a climbing structure on the playground for children ages (6 months to 23 months) which is properly anchored. There is adequate cushioning in fall zones of the climber provided by artificial turf. Drinking water is available via water fountain, and water pitcher and disposable cups. LPA observed all hazardous items on the playground to be inaccessible to children.

The preschool playground fencing is chain-link and vinyl which is at least four feet high. The total square footage for the preschool outdoor activity space is 10,109.52 sq ft, which is sufficient to accommodate the requested capacity. Shade is provided via owning. There are sufficient outdoor age-appropriate toys and play equipment available on the playground. There is a climbing structure on the playground for children ages (2 to 12 years old) which is properly anchored. There is adequate cushioning in fall zones of climber provided by artificial turf. Drinking water is available via a water fountain. LPA observed all hazardous items on the playground to be inaccessible to children.
Ms. Bennett was reminded that any changes to the facility must be reported to and approved by Community Care Licensing.

For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP).

Criminal Record Clearance - Child Care Centers:
Ms. Bennett was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.”

The following corrections are needed prior to the issuance of the license:



Preschool Playground:
1. Proof to the vinyl fence on the preschool playground to close the gap. To ensure that children are not able to crawl out or have access to a large gap.

Ms. Bennett understands that all proof of corrections must be provided to the Department within 30 days, or the application may be denied.
