Licensing Program Analysts Erwina Pascual-Golamco and Jennifer Velasco (LPA) met with Director Carrie Huppert to deliver findings. LPAs toured the facility, observed classroom, including all activity and classroom spaces, restrooms, and outdoor play areas. Census included 24 preschool children being supervised by 4 classroom staff. Director was reminded never to exceed the conditions, limitations, and capacity specified on the license. Facility hours of operation are Monday through Friday from 7:00 AM to 5:30 PM.

It was alleged that staff use inappropriate discipline practices with daycare children and that staff yell at daycare children. Throughout the course of the investigation, LPA observed staff provide care to children, conducted interviews, and reviewed documents. Staff interviews and Parent Handbook revealed that discipline practices include positive reinforcement, positive redirection, and age appropriate time outs. Staff regularly talk to parents either at drop off or pick up. Witness stated in interviews that staff talk to them and receive updates on their children usually at drop off or pick up. Witness statements, LPA observation, and facility documentation failed to corroborate the allegation that staff use inappropriate discipline practices with daycare children and that staff yell at daycare children. Although the alleged violations may have happened or are valid, the preponderance of evidence standard has not been met to fully prove or disprove that they did or did not occur, therefore, they are unsubstantiated.

An exit interview was conducted and a notice of site visit provided. Notice of site visit shall remain posted for 30 days.
