At 11:30 a.m. on Wednesday, July 28th, 2021, Licensing Program Analyst (LPA) Karyn Guerra met with Director, Paula Martinez, for the purpose of an unannounced 1 year required inspection. A COVID-19 risk assessment was conducted via telephone prior to entering the facility. Operating hours of the facility are from 7:00 a.m.-6:00 p.m., Monday thru Friday. Director guided LPA on a tour of the facility, at which time a census of 15 school age children supervised by 3 staff was observed. LPA observed all staff wearing face coverings indoors. All individuals subject to criminal background review have obtained criminal record clearance.

LPA toured all activity and classroom spaces, restrooms, food service, and outdoor play areas. Medications are properly stored and labeled, inaccessible to children. Director stated that there are no poisons at the facility. Toxic and hazardous items are inaccessible to children. Furniture and equipment are in good condition, free of hazards. LPA observed outdoor playground area of the facility. The areas around or under climbing equipment are cushioned with wood chips and foam boards to absorb the fall. Director stated they will be adding wood chips below swings. Toileting facilities are in safe, sanitary, and operating condition. Toilets have stall doors to provide privacy. The food preparation space is free of litter and all food was protected against contamination. Storage containers with solid waste in the kitchen have tight-fitting covers. Director was reminded to have tight fitting lids on any bins in the classrooms that have solid waste such as food remains. The facility provides breakfast, lunch, and afternoon snack for children in care. Menus were posted in the facility. Drinking water was readily available to children both indoors and outdoors via drinking fountains, pitchers, and labeled water bottles. LPA observed full legal signatures of authorized representatives from attendance binders. There are no firearms or bodies of water on the premises. LPA observed a functional carbon monoxide detector.

At 12:40 p.m., LPA reviewed staff files. At least one staff member present today has current Pediatric CPR and First Aid certification. LPA observed immunization records and documentation of the educational background, training, and/or experience. LPA did not observe updated AB 1207 Mandated Reporter training certificates. Mandated Reporter training can be renewed at www.mandatedreporterca.com.

At 12:55 p.m., LPA reviewed children's records. Each child's file contained an emergency card, consent for emergency medical treatment, health history and notifications of children’s and parent’s rights.

LPA verified the annual fees are current.

IMS services are provided. A partial plan of operation is on file a the facility. LPA will follow up with additional resources regarding IMS services.

This facility evaluation report was reviewed and discussed with the Director. A Notice of Site Visit was provided and shall remain posted for a period of 30 days for parental review. An exit interview was conducted. Director was encouraged to the visit the Department's website at WWW.CDSS.CA.GOV for information regarding child care updates, forms, regulations and legislation pertaining child care centers.

In the areas that were evaluated, no deficiencies were observed at the time of the inspection.
