13 | Licensing Program Analyst (LPA) Kelly Ferrara conducted a complaint follow up inspection to deliver findings and met with Director Nancy Galvan. LPA observed there were currently 50 children in care with five staff. During the investigation, LPA obtained relevant documentation and pictures and conducted interviews with Reporting Party, Director, and staff.
It was alleged by the Reporting Party that staff are not supervising the children appropriately which has led to a child receiving multiple injuries while in care. Consistent statements were made during staff interviews that staff are aware of a child with behavior issues and are using prevention methods such as shadowing, redirection, teaching self-regulation, reading stories, and discussing the issue with the parents. Staff stated that the child is quick and impulsive, and they were not always able to stop the child in time. This led to injuries of other children such as scratches and poking a child with a paintbrush in the eye.
Based on the evidence obtained, LPA determined that the allegations are unsubstantiated, meaning that although the allegations may have happened or are valid, there is not a preponderance of evidence to prove it. Exit interview was conducted and a copy of this report was given to the Director. Notice of Site visit was provided which must remain posted for 30 days.
