On March 14, 2023 Licensing Program Analysts (LPAs) Lea Habtom and Amanda Blesi met with Assistant director, Lucia Vargas, to deliver the findings for a complaint that was opened on February 2, 2023. During today's inspection there was a census of 37 preschool children in rooms 2s, 3s & TK being supervised by 6 staff, The complaint alleges unqualified staff are caring for preschool children. During today's inspection, LPAs confirmed that staff caring for preschool children do not have the 12 early childhood education core classes. Assistant director could not provide LPAs with transcripts to validate core classes. Based on observation and the investigation, LPA Habtom gathered that the facility does not have qualified staff to be SUBSTANTIATED: meaning that the allegation is valid because the preponderance of the evidence standard has been met. Title 22 deficiencies were cited on today's inspection on 9099-D. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted with licensee.

Assistant director will review staff transcripts to determine if staff have the core units and if no will suggest to enroll in classes. Assistant director also hired a fully qualified preschool teacher. Assistant director will review schedules to be sure to place fully qualified staff in classroms wth aides. LPA L. Habtom will confirm with a return visit.
