On August 7, 2023, at approximately 08:10AM, Licensing Program Analyst (LPA) Michelle Perez met with acting Director, Lucia Vargas, and current Director Stacie Buckingham to open the complaint for the above allegations.

LPA investigated the allegations through a series of interviews with the acting director, the newly hired current director, the reporting party and six teachers. It was alleged that a teacher in one of the preschool classrooms (teacher #1), was said to have handled children in a rough manner as well as speak to them inappropriately. During various interviews with staff, LPA found that teacher #1, in the preschool classroom, did handle multiple children in a rough manner. It was stated that teacher #1 pulled on multiple children’s wrists when asking them to do what was requested of them as well as speak to them in a harsh tone of voice. Further, LPA found that teacher #1 was suspended for these allegations through an internal investigation that was conducted with upper management.

Director will send teacher to a different Kindercare facility to shadow another preschool teacher to develop skills necessary to work with preschool aged children. This will begin to take place August 8th, 2023. Director will send paperwork to LPA as proof of training.

This requirement was not met as evidenced by; LPA finding through interviews that teacher #1, pulled children by the wrists when asking them to do what was requested and would speak to children in a very harsh tone.

Based on information obtained during the investigation, the above-mentioned allegations are SUBSTANTIATED, meaning that the allegations are valid due to the preponderance of the evidence standard being met.


Title 22 deficiencies were cited on today's inspection on 9099-D. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted with licensee.

Facility must post this report for 30-days and have all guardians of enrolled children, sign the LIC 9224, acknowledging the report, from the date of this report and for the next 12- months. This includes all new incoming families.
