13 | On 10/23/25, Licensing Program Analyst (LPA) Marx met with Director, Dawna Allred, for the purpose of delivering findings to a complaint investigation for the above allegations.
Based on interviews conducted with staff and records of incidents reviewed, it was determined that a staff member, on at least one occasion, placed their foot/leg over an infant on their cot, while trying to get the them to sleep for nap. No injuries to the infant(s) occurred. The staff member received coaching from admin on appropriate handling. Placing a foot/leg over a cot restricts an infants movement and feet/legs should not be used for handling infants or their equiptment.The allegation that staff handled infants in a rough manner is substantiated.
Based on observation of ratio, record review of staff files/transcripts, and interviews conducted with staff, it was determined that the facility has been operating with a census of over 12 infants in care with only one fully qualified infant teacher within the classroom, which puts the facility out of compliance with ratio and teacher qualifications since there needs to be one fully qualified infant teacher to every 12 infants in care. The allegation that unqualified staff were left alone with infants is substantiated. |
