13 | At 11:30 a.m. on Thursday, December 1st, 2022, Licensing Program Analyst (LPA) Karyn Guerra met with Director, Julie Jenkins, for the purpose of a complaint inspection and to deliver findings. It was alleged that staff has not informed CCL or parents of RSV outbreak. Throughout the course of the investigation, LPA conducted interviews, made obervations, and requested documents. Through interviews with Director and staff, LPA came to learn of at least 3 recent RSV cases in the infant program. It was stated that the Director conducted electronic outreach to parents to notify of exposure. LPA observed health bulletin posting in facility detailing RSV. LPA also observed an electronic copy of health reminders regarding RSV sent out to parents via app communication. LPA did not observe an exposure notice sent to parents, nor was the Licensing department notified of outbreak. Director stated that they misunderstood outbreak criteria and was having trouble retrieving electronic parent notification of exposure. The preponderance of evidence standard has been met, and the allegation is substantiated. Title 22 deficiencies are cited on the subsequent pages of this report. Appeal rights and a notice of site visit were provided. Notice of site visit shall remain posted for 30 days. |
