On 5/7/2025- Licensing Program Analyst (LPA), Michelle Perez met with director, Robin Rivas for the purpose of a complaint investigation.Upon arrival there were 11 infant toddlers, in the toddler room, with four staff (3 fully qualified and one assistant).

The allegation of staff not preventing hazardous items from touching infants in care was investigated through interviews with the director and the staff in the infant/toddler room. The center had also self-reported the incident to licensing when it occurred. Through the interviews with staff and the self-reported incident, LPA found that staff accidently sprayed a bleach solution in the air, when children were outside during water play. The bleach solution was sprayed and created a mist that fell down on children. Teachers immediately smelled the chemical and washed the children off with soap and water, and reported the incident to the parents.

Based on LPAs observations and interviews which were conducted and the self-reporting of the incident from the center, the preponderance of evidence standard has been met, therefore the above allegation have been SUBSTANTIATED. California Code of Regulations are being cited on 9099-D

Licensee must post this report for 30 days in a visible area for parents/guardians to read. Parents/Guardians must acknowledge the report through the signing of the LIC 9224, Acknowledgement of Receipt of Licensing Reports. All new parents/guardians who are enrolled, must sign the LIC 9224 for the next 12 months from this date of May 7, 2025 until March 19, 2026.

This report was reviewed with the licensee.

A notice of site visit was provided and posted for 30 days.

Director put policy in place to change water bottles and have different colors for each liquid and will use sharpie markers to label all bottle more clearly.
