13 | On 5/7/2025- Licensing Program Analyst (LPA), Michelle Perez met with director, Robin Rivas for the purpose of a complaint investigation.Upon arrival there were 11 infant toddlers, in the toddler room, with four staff (3 fully qualified and one assistant).
The allegation of staff did not prevent a day-care child from biting another child in care, was investigated through interviews with staff and director and obtaining relevant documents from childrens files. Staff confirmed that children in the toddler room do bite eachother often enough, through learned behavior. Staff try to mitigate the biting through redirection and supervision. Due to the information obtained, LPA determined that personal rights of some children are violated with repeat biting incidents.
The preponderance of evidence standard has been met, therefore the above allegation have been SUBSTANTIATED. California Code of Regulations are being cited on 9099-D
