Licensing Program Analyst (LPA) Corina Beckby met with Site Director Charmaine Balaoro, to deliver findings for the above complaint allegation.

During the investigation, LPA toured the inside and outside of the facility, observed interactions with children in care, conducted interviews with staff, enrolled children, parents and obtained pertinent documents.

It was alleged that a staff member handled a student in a rough manner. LPA's observation and interviews with staff and children did not reveal a concern regarding children being "handled in a rough manner" by staff. Additionally, interviews with children in care consistently demonstrated that they felt safe and like attending the facility. Parents interviewed had no concerns and are pleased with Champions.

Based on lack of clear corroborating evidence, the above allegation coud not be substantiated or dismissed.

Although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur; therefore, the finding is UNSUBSTANTIATED.

An exit interview was conducted in whcih the report was reviewed and discussed with the Site Director, Charmaine Balaoro. LPA provided a copy of the report and Appeal Rights to Site Director. A Notice of Site Visit was posted by LPA and Site Director understands it must remain posted for 30 days. A Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
