On Monday, April 26, 2021, at approximately 1:00PM, Licensing Program Analysts (LPAs) Alize Tillery and Seychelle DeLuca, met with Director Jude Domondon and Assistant Director Diana for the purpose of an announced case management tele-inspection, via FaceTime (due to COVID-19). Director is requesting to increase the capacity from 70 to 82, with a maximum amount of 12 school age children. The facility’s hours of operation are Monday through Friday, 7:00a – 5:45p. LPA Tillery received the granted fire clearance on 04/14/2021. There were 48 children present during today’s visit.

A virtual health and safety inspection was conducted in all areas accessible to children. Director acknowledged that the following documents must be posted at all times: License, Emergency Disaster Plan, Personal Rights, Parents' Rights Poster, car seat poster, menus, and daily schedule. Director measured each room that is used by children, measuring a total indoor space of 3006.584 sq ft. Based on square footage, this space can accommodate the requested capacity increase for 82 children. LPAs observed sufficient amount of furniture, toys, and play equipment in the classrooms. LPAs recommended that staff have enough light in the rooms during nap time to ensure the comfort and safety of all persons in care.

A functional carbon monoxide detector was observed.

LPAs observed that disinfectants and medications are inaccessible and stored appropriately in the kitchen. Facility has sign in/out system at entrance of facility. LPAs observed required postings at entrance of facility. Director stated they use water bottles for drinking water. Facility has 6 toilets, 8 sinks and 5 potty training toilets. A separate staff restroom is available. Individual measurements are recorded on the Capacity Worksheet (LIC 9024).

There is one large outdoor play area on the property - “Swing Side” and “Sand Side”. Director measured the outdoor play area and LPAs walked her through the measuring process. The area was measured at 7699.75 sq. ft. LPAs informed director that the space can accommodate 82 children. LPAs observed the outdoor play area is fenced with a fence higher than 4 feet tall. There is a sufficient amount of equipment and toys. Director will check the climbing structure manual to see if it needs to be anchored into ground. There are no bodies of water on the premises. There are shaded areas supplied by overhangs and trees. Director stated they use a water bottlers for drinking water outdoors.

Director was encouraged to visit the Department website at WWW.CCLD.CA.GOV for child care updates, current forms, legislation and regulation information. A copy of this report will remain on file for a period of three years for public review upon request.

An exit interview was conducted and in the areas that were evaluated, no deficiencies were observed at the time of the inspection. This facility evaluation report was reviewed and discussed with Director. LPA emailed a copy of the 809 to Director. Director understands she must read the reports and send back an acknowledgement that she read and received the report.

PRIOR TO APPROVAL OF THE CAPACITY INCREASE THE FOLLOWING MUST BE CONSIDERED AND REVIEWED BY LICENSING PROGRAM MANAGER (LPM):
