At 1:30 p.m. on Wednesday, February 2, 2022, Licensing Program Analysts (LPAs) Amanda Blesi and Katrina Owens met with Director, Reonna Walker and Hamid Hosseini for the purpose of a complaint inspection to deliver findings. It was alleged that unqualified staff (aides) are left alone with children. During the course of the investigation, LPA conducted interviews, made observations, and reviewed records. On 1/5/2022, LPA observed an aid (staff #1) supervising toddlers on the playground without a qualified staff present. On 2.2.22 LPA's Blesi and Owens observed 3 aides supervising 22 children in the Redwood classroom. In addition, interviews revealed that on occasion, aides are left alone supervising children when there are staff shortages, during breaks, and to escort children when parents drop off and pick up. Based on LPA observation and interviews the preponderance of evidence standard has been met; therefore, the above allegation is substantiated.

LPA Amanda Blesi informed licensee Hamid Hosseini that this report dated 02.02.22 document(s) one Type A citation(s) which shall be posted for 30 consecutive days as there is/are immediate risk(s) to the health, safety, or personal rights of children in care. Also, LPA Amanda Blesi informed the licensee to provide a copy of this licensing report dated 2.02.22 that documents any Type A citation(s) to parents/guardians of all children currently enrolled by the next business day or the next day the children are in care, and to any newly enrolled parents/guardians for 12 months from the date of this report. A signed Acknowledgement of Receipt of Licensing Report (LIC 9224), or other written statement, must be placed in the child's file for verification. To be a fully qualified teacher, a teacher shall have one of the following: Twelve post-secondary semester or equivalent quarter units in early childhood education or child development completed, with passing grades, at an accredited or approved college or university; and at least six months of work experience in a licensed child care center or comparable group child care program.

To correct the deficiency, director shall submit a schedule showing which qualified staff will be utilized in the classrooms and how staff breaks will be managed to ensure qualified staff are present to supervise children at all times.

This requirement was not met as evidenced by: through observation and interviews it was discovered that the facility was using aides to supervise awake children without a qualified staff present.

At 1:30 p.m. on Wednesday, February 2, 2022, Licensing Program Analysts (LPAs) Amanda Blesi and Katrina Owens met with Director, Reonna Walker, and owner Hamid Hosseini for the purpose of a complaint inspection to deliver findings. The allegation states that the facility is commingling children from the toddler option with the preschool class and staff and children are not wearing a face covering while indoors. During the licensing inspections most staff were observed wearing a face covering; the majority of children were not seen wearing a facecovering. Based on observation and interviews there was not a preponderance of evidence to substantiate the allegation, therefore the allegation is unsubstantiated.
