25 | Licensing Program Analysts (LPAs) Kyrsten Williams and Amanda Sutter met with Licensee, Hamid Hosseini and Director April Vasquez for an unannounced annual inspection of this preschool facility. Census included 64 children in care with 10 staff. Licensee was reminded never to exceed the conditions, limitations and capacity specified on the license. Facility hours of operation are 7:00 AM to 6:00 PM, Monday through Friday.
A health and safety inspection was conducted in the classrooms, restrooms, food service areas, and outdoor play areas. LPAs observed cleaning disinfectants are inaccessible to children. LPA observed expired medication. LPA did not observe original labeling and packaging for medications. Licensee stated there are no poisons on the premises. Furniture and equipment are in good condition, and toileting facilities are in safe, sanitary, and operating condition. Bins for solid waste have tight fitting lids. The floors appeared clean throughout the facility. The facility provides morning and afternoon snack. The food preparation space is free of litter and all food was protected against contamination. LPA discussed food labeling with facility representative. Drinking water was readily available to children both indoors and outdoors via drinking fountains and personal water bottles. There are no firearms nor bodies of water on the premises. Licensee stated that carbon monoxide detectors are hard wired into the alarm system. Playground equipment and surfaces are free of loose or sharp parts. LPAs observed wood chip cushioning beneath the play structure. Outdoor shade is provided by trees, a large canopy, and awnings.
LPAs reviewed with Licensee the UC 311A, Records to Be Maintained at The Facility, for child's records, personnel records, administrative records, and documents to be posted. Children’s and staffs' files were reviewed. Each child's file had the required licensing documentation. LPAs reviewed staff transcripts and observed all staff caring for children were qualified. Multiple staff have a current Pediatric CPR and First Aid certification. Staff all have current Mandated Reporter certificates. LPAs observed a current fire drill log. LPAs observed the following documents are posted: License, Emergency Disaster Plan, Personal Rights, Parents' Rights Poster, menus, and daily schedule. LPAs observed a paper sign-in and sign-out log. LPA did not observe parents signatures on the sign-in and sign-out log.
