25 | On Wednesday, December 27, 2023, at 11:10 AM, Licensing Program Analyst (LPA) Tanya Washington met with Licensee, Natalya Lobkov, for the purpose of an unannounced annual inspection. Upon arrival, LPA observed Licensee and her spouse Viktor Lobkov providing care and supervision to seven children.
All individuals subject to criminal background review have obtained a criminal record clearance. Licensee confirmed that there are no new residents or employees in the home. Facility hours of operation are Tuesday through Saturday from 6:00 AM to 6:00 PM.
A health and safety evaluation was conducted in all areas accessible to children. Off-limit areas include: Master bedroom/ bathroom, both side yards and detached in-law suite. Licensee acknowledged that children may never enter these off-limit areas. LPA observed that the facility is clean, safe, sanitary, and in good repair. LPA observed a functioning smoke detector, carbon monoxide detector, and a full 2A10BC fire extinguisher. The facility has adequate toys that appear to be safe for children to use. The licensee stated there are no weapons or poisons in the home. There is no fireplace in the home. The outdoor play area is fenced. There is no pool on the premises of the home. LPA reminded Licensee to provide 100% supervision to children in unfenced areas and around bodies of water.
LPA reviewed five children’s files which were observed to be complete. Required postings and the children’s roster were observed. LPA reviewed infant safe sleep logs. LPA observed a current fire drill log, last drill conducted 09/28/2023. Licensee’s and her spouses CPR/First Aid cards expire 01/2025. LPA observed Licensees Mandated Reporter Training certificate which expires 02/2025.
LPA verified that the annual fees are current. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
