13 | Licensing Program Analyst (LPA) Christopher Bello arrived at the facility at approximately 10:15am and met with licensee Lorraine Navarrette to close a complaint investigation, regarding the above allegations. Upon arrival, LPAs observed five children. LPA conducted interviews, gathered documents pertaining to the investigation and made observations. It was alleged that a parent was not allowed entry into the home. Based on interviews the allegation was substantiated. Licensee stated that she allows parents into the facility, if they ask. The parents would also be required to wear a mask and take off their shoes for COVID preventative measures. It was also alleged that the licensee posted a child’s picture on a Facebook group post with confidential information such as children’s vaccinations. Based on interviews and documents gathered the allegations was substantiated. Licensee stated that it is her duty to protect the children in her care and that includes from others who do not have proper immunizations.
Based on LPAs' investigation, the preponderance of evidence standard has been met, therefore, the above allegations are found to be SUBSTANTIATED. Technical Advisories were issued.
There were no Title 22 deficiencies during today’s investigation. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the Director.
