13 | On 08/04/2025, Licensing Program Analyst (LPA) Soleil Marx met with licensee, Ruby Lee, to deliver findings to a complaint investigation for the above allegation. Throughout the course of the investigation, LPA made observations of the facility environment, observed licensee/assistant interactions with children in care, and LPA conducted interviews with licensee, assistant, children, and parent/guardians. Interviews did not reveal statements that would suggest that the licensee has used any physical discipline with children in care. Interview with licensee, assistant, and children had aligning statements that verbal redirection, reward systems, and rest/breaks are utilized when needed for behavior. Interviews with parents did not reveal concerns regarding discipline procedures. LPA observed children appeared to be content and comfortable with both the Licensee and assistant and LPA observed Licensee and assistant using verbal direction with children in care. LPA did not obtain any evidence that would corroborate the allegation that the licensee hit a child in care. Although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the allegation did or did not occure, therefore, the allegation is unsubstantiated. Facility was determined in compliance with Title 22, no deficiencies were cited. Exit interview conducted, report was reviewed Licensee, appeal rights provided. Notice of site visit was given and must remain posted for 30 days. |
