On July 9, 2024, Licensing Program Analysts (LPAs) Tanya Washington and Lea Habtom made an announced visit to Morey Avenue Early Childhood Development Center (Twin Rivers Office of Education) and met with Facility Representative, Faydra Acker. The Rio Linda Preschool is closed until August 20, 2024. The purpose of today’s inspection is to close a complaint investigation. There were no children present during today’s inspection.

During the investigation, LPA conducted interviews and observation regarding the allegations of personal rights consisting of staff hitting day care children, staff handling day care children in a rough manner, and staff yelling and speaking inappropriately to day care children. LPA Habtom toured the facility, conducted observation, and interviewed those pertinent to the investigation. From staff, reporting party, parent interviews, LPA Habtom was unable to gather enough further information to validate the allegation that staff violated a child’s personal rights therefore the allegations are to be unsubstantiated. Although the allegations may have happened or is valid, there is not a preponderance of evidence to prove the allegations did or did not occur.
