Licensing Program Analysts (LPAs) Pa Dao Vang met with the facility representative, Rebecca Foster, to deliver the complaint findings regarding the above allegation of the facility operating out of ratio. LPA observed 18 children napping with 4 staffs supervising.

During the 2 inspection days, LPA observed, interviewed and review staff personal files. Each classroom was supported with a fully qualified staff with aids supervising the children. All staff obtained criminal background clearance prior to working at the facility.

According to 4 staff interviews, when they're on breaks, extra staff and the director steps in to supervise the classrooms. When they are emerged together outside in the mornings and late afternoon, there are usually 4 staff with at least 1 teacher with fully qualified ECE and Child Dvelopment units. Staff stated there's no time where they are over ratio. When they need support, they call the director for it.

According to 3 parent interviews conducted, they reveal no concerns about ratio. When parents drop-off and pick-ups, there is the same fully qualified teacher supervising the children until more staff shows up later to transition. Parent discussed about observing the director supporting the classrooms with ratio.

Based on LPA observations, and interviews which were conducted and record reviews along with personnel files reviews, the preponderance of evidence standard has been not been met, therefore; the above allegation is found to be unsubstantiated.


This report review with facility representative, Rebecca Foster. A notice of site visit is provided to facility representative to post for 30 days.
