1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25	At 9:45 a.m. on Thursday, January 4th, 2023, Licensing Program Analyst (LPA) Pa Dao Vang and Amanda Sutter met with Director, Jessica Price, for the purpose of an unannounced, required - 1 year inspection, and to accommodate Licensee’s request of adding a toddler option to the Preschool license. Licensee is requesting 16 toddlers ages 18-36 months under the Preschool Program. The previous capacity for the Preschool License was 64 and will remain 64 with capacity separated as 16 toddlers and 48 preschoolers. The fire clearance was granted on 9/13/2023. LPA observed a census of 14 children supervised by 4 staff. Facility hours of operation are from 7:30a.m. to 5:30 p.m., Monday thru Friday. Director was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. LPAs conducted a health and safety inspection of the classroom, restrooms, and food service areas. LPAs observed the following documents are posted: License, Child Passenger Restraint Poster, Emergency Disaster Plan, Personal Rights, Parents' Rights Poster, menus, and daily schedule. Cleaning disinfectants and hazardous items are appropriately stored and inaccessible to children. Director stated that there are no firearms nor poisons on the premises. The preschool program is located in classrooms Redwoods (#1221), Oaks (#1222), and Magnolia (#1223). The Toddler option is located in classroom Coconuts (#1224). LPAs measured the total indoor space contained a total of 570.1392 square feet, which will accommodate Licensee’s request for 16 toddler children. There is 1 sink located in the classroom, and 3 toilets and 3 sink located in the adjoining restroom.

Facility provides Incidental Medical Services. For IMS information see Evaluator Manual – Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. LPA conducted a health and safety inspection of the outdoor space. Playground equipment and surfaces were free of loose or sharp parts. The outdoor play area is fenced within a larger outdoor space that is lined with a wrought-iron fence that is at least four feet tall and separates the preschool yard from the Toddler yard. LPA observed a sufficient amount of equipment and toys. There are no bodies of water on the premises. There are shaded areas supplied by a building awning. Water is accessible via labeled bottles.

LPAs used measurements from prelicensing inspection on 11/3/2016. Outdoor play area contains a total of 4687 square feet, which will accommodate Director’s request for 16 toddler children but does not accommodate the 64 children requested. The facility currently has an Insufficient Outdoor Space Waiver. Director understands she must request a Shared Outdoor Space Waiver and will provided LPA Vang with an outdoor schedule indicating when the toddlers and preschool children will go outside showing no commingling between the groups.

LPA reviewed staff and children's records. Each child's file contained an admission agreement, emergency card, health history, immunizations, and acknowledgement of receipt of personal rights, consent for emergency medical treatment, and parent’s rights.

LPA observed CPR and First aid certification for at least one staff on the facility premises. LPA observed health screening, staff immunization records, current AB 1207 Mandated Reporter training certificates, employee rights, and documentation of the educational background, training, and/or experience.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For childcare center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.

Director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

The following items are required before the Toddler Option will be approved:

1. Receipt of request for shared outdoor space waiver.
2. Receipt of updated admission agreement.
3. Licensing Program Manager Amanda Blesi’s final approval.

No Title 22 deficiencies cited today. An exit interview was conducted and Plans of Correction were reviewed and developed with the Director Jessica Price. A copy of this report and appeal rights were discussed and left with Director. A notice of site visit was provided and posted by LPAs and must remain posted for 30 days.
