On February 6, 2025, Licensing Program Analysts (LPA) Lea Habtom met Nicole Schlie & Jeanie Gardner, Early Childhood Education Coordinators to close a complaint. Upon arrival, LPA observed 9 preschool children being supervised by 2 staff and the site supervisor. All staff present during today’s inspection have fingerprint clearances and associations.

During the investigation, LPA Habtom conducted observations and interviews with staff, administrators, and children regarding the allegations that staff inappropriately discipline children in care and roughly handle daycare children by roughly lifting their arms. Staff interviews revealed that the calming corner is used for children to calm their bodies if the child is aggressive such as hitting, kicking, throwing items and is a danger to others in the classroom. Interviews revealed that the child is returned to the classroom once the child can safely integrate in the classroom with others.

The child is provided with calming techniques such as deep breathing, fidget items, a bean bag to hit and pictures of faces with emotions to express their feelings. Further interviews revealed that staff escort children and at times move children to an area called the calming corner. If children need to be guided to the calming corner by staff assistance due to safety of other children in the classroom, LPA L. Habtom learned that staff place their hands under the children’s arms in a manner where force isn’t applied, however, LPA was unable to obtain enough evidence to corroborate the allegations therefore the allegations is to be UNSUBSTANTIATED. Although the allegations may have happened or is valid, there is not a preponderance of evidence to prove the allegations did or did not occur therefore the allegations is UNSUBSTANTIATED.

This report was reviewed with Nicole Schlie & Jeanie Gardner. No Title 22 regulations were cited during today's inspection. A notice of site visit was provided to be posted for 30 days. Appeal rights provided.
