On Thursday, March 21, 2024, at approximately 9:00 AM Licensing Program Analyst (LPA) Josiah Gathing met with Director Michelle Ingram, for the purpose of a complaint investigation and to deliver findings. It was alleged that facility is operating without qualified teachers and facility is operating out of ratio. Throughout the course of the investigation, LPA conducted interviews, reviewed documents, and made observations. LPA observed the preschool following ratios per regulation during the investigation. Record review revealed that preschool teachers were fully qualified. According to staff interviews, the preschool is always in ratio because enrollment is low and substitute teachers are brought in when staffing is low. Additionally, since the start of the investigation, an additional fully qualified preschool teacher has been hired.
Although the alleged violations may have happened or are valid, the preponderance of evidence standard has not been met to fully prove or disprove that they did or did not occur, therefore, they are unsubstantiated. An exit interview was conducted and a notice of site visit provided. Notice of site visit shall remain posted for 30 days.
