13 | On June 15, 2023 at approximately 11AM Licensing Program Analyst (LPA) Michelle Pascual met with designated representative Kathleen Coomes to close the complaint for the above allegation. Upon arrival, LPA observed 58 preschool aged children supervised by eight (8) staff.
It was alleged that “The director forced daycare children to stay in the closet and bathroom and put their noses on the wall and hands above their heads for punishment."
Throughout the course of the investigation and interviews with staff, children enrolled and guardians, it was found that staff do have a place for children to sit, when they need to be removed from other children, due to their behavior, and those children who are extremely disruptive or pose a health and safety risk to other children in care, are placed in separate rooms until they are calmer and can rejoin the classrooms. There was no evidence to support children were told to place their hands above their head or noses to the wall in a bathroom or closet.
Based on the information obtained throughout the investigation, LPA determined the allegations to be unsubstantiated. Although the allegations may have happened or is valid, there is not a preponderance of evidence to prove the allegations did or did not occur.
